Ashley Duwel
Ashley spent 15+ years in federal and SLED sales execution, rising to Director of Sales overseeing a team of 35 before founding Duwel Dev. She leads client strategy and delivery, and created GovConHacks to teach the fundamentals she wishes more business owners had access to earlier.
Lillie Greene
Lillie brings more than five years of customer service experience and serves as the primary point of contact for client success at Duwel Dev. She has a close working relationship with our ongoing client accounts and routes each client’s needs to the right person on the team, keeping the pipeline moving from first conversation through contract.
John Duwel
John brings 12 years of general business and corporate management experience, six of them with Duwel Dev, where he oversees client operations and keeps day-to-day delivery running smoothly. He works closely across the team to make sure client accounts stay on track from onboarding through ongoing support.
Jim Frey, PhD
Jim brings more than 30 years of capture strategy, proposal development, and business development experience across the defense and federal markets, including senior growth roles at organizations like PAR Government Systems and JANUS Research Group. A retired, highly decorated US Navy officer and combat aviator, Jim holds a PhD in Industrial and Organizational Psychology and has led winning capture strategies for major defense and simulation programs, working closely with Duwel Dev’s proposal team to carry that strategy through to the final submission.
Shari Nolen
Shari is a retired DoD Contracting Officer with a 32-year federal acquisition career, including 20 years as an Unlimited Warranted Contracting Officer overseeing complex, high-dollar procurements for the US Army and Air Force. DAWIA Level III certified, she has supported federal contractors with capture strategy and proposal execution since 2023, carrying an 80% historical win rate.
Melina Cardenas
Melina brings experience across government business development, proposal management, and contract administration, supporting clients from opportunity identification through proposal writing and contract management on federal, state, and municipal pursuits. She is a certified Project Management Professional (PMP).
Loren Duwel, Colonel, U.S. Army (Retired)
Loren, a retired US Army Colonel, is our C-level advisor, with a focus on counseling veteran-owned businesses. Over a 31-year Army career, he served as a Contracting Officer and Program Manager supporting the CIA, NSA, DIA, and other federal agencies, held acquisition roles at the Pentagon and US Army Central Command, and deployed twice as a civilian DoD Contracting Officer. He is DAWIA Level III certified in both Contracting and Program Management, and holds an MBA from Loyola and a BS in Business from Radford University.
